Story: Franklin Watkins was an Inspector in the Major Crime Investigations Branch of the South Australian Police. He started taking bribes and orders from the local branch of the Serbian mob just after his first year on the force. On his fifth year on the force, an internal investigation revealed Frank's corruption and he was forcedto resign in disgrace. To avoid arrest and jail time, he went on the run.

His contacts in the Serbian Mob helped him escape Australia. He ended up in Singapore where he was introduced to Dr. Liwei Tang, otherwise known as the Sculptor. The Sculpter and his biomedical research organization specialize in experimentation that produces super humans for those who can pay his expensive rates. Frank's Serbian Mob connections were able to talk him into "volunteering" to be a test subject for the Sculptor. The Sculptor's experiments were able to change Frank into a powerhouse that has become known as Bushranger.

As Bushranger, he worked for the Serbian Mob for six years until he paid off his debt to them. He has since racked up an impressive international rap sheet as he worked freelance. While working for the Russian mob in America, he met Bree Haymore (a.k.a. Hellfire). They hit it off instantly and soon became lovers. They now operate as a criminal partnership.
